In einer Rede sagte SS-Reichsf\u00fchrer Heinrich Himmler 1934: \u201cDie Polizei im nationalsozialistischen Deutschland hat es sich zum Ziel gesetzt, vom deutschen Volk als sein bester Freund und Helfer, von Verbrechern und Staatsfeinden als schlimmster Gegner angesehen zu werden.\u201d Dar\u00fcber hat die TAZ bereits 1998 berichtet. Die Ach_dasta! Redaktion distanziert sich von diesem Narrativ. <\/p>\n\n\n\n

Vor zwei Wochen ver\u00f6ffentlichte das ZDF Magazin Royale „Davor, w\u00e4hrenddessen, danach: Das deutsche Versagen beim rassistischen Anschlag von Hanau<\/a>.“ Eine Folge, in der gravierende Fehler der deutschen Sicherheitsbeh\u00f6rden offenbart werden – vor allem innerhalb der hessischen Polizeiarbeit: Rechtsextreme SEK-Beamte, ein verschlossener Notausgang und ein nicht erreichbarer und unzureichend besetzter Notruf. <\/p>\n\n\n\n

Ach_dasta! hat mit drei Studierenden der Hochschule Darmstadt gesprochen. Sie erz\u00e4hlen, was sie seit den neuen Erkenntnissen zum rechtsterroristischen Anschlag in Hanau besch\u00e4ftigt: Wie sie zur Polizei stehen, welche Rolle Polizeigewalt spielt und wie sie sich f\u00fchlen.<\/p>\n\n\n\n

\u201cIch finde das Konzept der Polizei als Freund und Helfer f\u00fcr eine Gesellschaft sinnvoll. Wenn man in Not ist, gibt es theoretisch eine Anlaufstelle, die einem hilft. Allerdings kann man beobachten, dass die Umsetzung davon nicht optimal verl\u00e4uft: Vor allem innerhalb der letzten vier Jahre wurde viel \u00fcber Polizeigewalt berichtet und gesprochen. Ich denke da an den Mord an George Floyd<\/a>, der gro\u00dfe Black-Lives-Matter-Proteste auch in Deutschland ausgel\u00f6st hat. Gleichzeitig haben wir in Deutschland auch eine Geschichte der Polizeigewalt: Da ist zum Beispiel der Fall von Oury Jalloh<\/a>, der in seiner Zelle verbrannt wurde. Es f\u00e4llt auf, dass die Polizei, wenn man nicht wei\u00df ist, auch ein Gefahrenfaktor und kein Helfer sein kann. <\/p>\n\n\n\n

Ich habe zwar zum Gl\u00fcck selbst keine Polizeigewalt beobachtet oder erlebt, finde aber, dass man h\u00e4ufig Situationen beobachtet, die wie Racial Profiling<\/em><\/strong> <\/em>wirken. Jugendliche, die eher migrantisch aussehen und auf einer Parkbank sitzen, m\u00fcssen Ausweise zeigen, ihre Taschen leeren. Das wirkt auf mich schon schikanierend, wenn das dann nur bei Personen gemacht wird, die nicht wei\u00df aussehen. <\/p>\n\n\n\n

RACIAL PROFILING<\/strong> = verdachtsunabh\u00e4ngige Kontrolle von Personen nur aufgrund ihres physischen Erscheinungsbildes, wie ihrer Hautfarbe oder anderer ethnischer oder religi\u00f6ser Merkmale zum Anlass f\u00fcr Kontrollen durch Polizei-, Einwanderungs- oder Zollbeamt:innen oder auch durch Kaufhausdetektiv:innen werden. Denn: Verdachtsunabh\u00e4ngige Personenkontrollen, die ohne sachlichen Grund wegen des Aussehens erfolgen, sind diskriminierend, weil wegen der ethnischen Zugeh\u00f6rigkeit oder religi\u00f6ser Symbole ein rechtswidriges Verhalten unterstellt wird. Damit werden vor allem migrantische und nicht-wei\u00dfe Menschen einem Generalverdacht <\/strong>ausgesetzt. <\/p>\n\n\n\n

Betroffenen von Racial Profiling wird geraten, sich an eine Antidiskriminierungsstelle zu wenden. Au\u00dferdem wird empfohlen, die Namen und die Dienststelle der handelnden Beamt:innen und alle Umst\u00e4nde zu dokumentieren und ggf. Zeug:innen anzugeben. Weitere Informationen findet ihr bei der Antidiskriminierungsstelle des Bundes<\/a>.<\/p>\n\n\n\n

Letzten Herbst gab es au\u00dferdem einen Vorfall bei einem Fu\u00dfballspiel der Eintracht Frankfurt<\/a>, von dem mir Freunde erz\u00e4hlt haben. Polizisten haben mit Schlagst\u00f6cken auf Fu\u00dfballfans eingeschlagen, Tr\u00e4nengas wurde eingesetzt. Solche Erfahrungen mit Gewalt zwischen Fans und Polizei haben meinen Freundeskreis auf jeden Fall f\u00fcr einige Zeit besch\u00e4ftigt. <\/p>\n\n\n\n

Die Macht \u00fcber k\u00f6rperliche Gewalt, die der Institution Polizei zugesprochen wird, finde ich unverh\u00e4ltnism\u00e4\u00dfig. Meiner Meinung nach sollte es eine Instanz geben, die den Polizeiapparat beobachtet, konsequent durchgreift und die Macht reguliert. Ich habe das Gef\u00fchl, dass wirklich gravierende Fehler wie in Hanau nicht aufgearbeitet werden. Stattdessen wurde der Polizeipr\u00e4sident S\u00fcdosthessen zum Landespolizeipr\u00e4sidenten von ganz Hessen bef\u00f6rdert. Ein Mann, der f\u00fcr Ermittlungsfehler verantwortlich ist.\u201d<\/p>\n\n\n\n

\u201cIch wei\u00df, dass ich mich auf die meisten Polizist:innen verlassen kann. Das f\u00e4ngt bei einem Verkehrsunfall an und endet bei eskalativen Streitereien, Notsituationen und und und. Trotzdem f\u00fchle ich mich nicht zwingend sicherer, wenn in der Innenstadt mehr Polizei patrouilliert. Mir macht Angst, wenn ich sehe, wie auf Demonstrationen mit Demonstrierenden umgegangen wird. Wenn ich die Bilder von den studentischen Protesten in Berlin sehe, frage ich mich, ob ein staatliches Organ so eine Macht \u00fcber Gewalt haben sollte. Welche Handlung rechtfertigt, dass dich wortw\u00f6rtlich die Hand des Staates schl\u00e4gt? Oder dich die Hand des Staates sogar umbringt? In Dortmund wurde im Sommer 2022 Mouhamed Dram\u00e9<\/a> erschossen. Er war 16 Jahre alt. Er wurde mit einer Pistole erschossen, auf den Oberk\u00f6rper und Kopf. Erst wurde letztes Jahr dieser Nazichat aufgedeckt (Anm. d. Red.: FragDenStaat und das ZDF Magazin Royale ver\u00f6ffentlichten einen rechtsextremen Frankfurter Polizeichat<\/a>), dann kam dieses Jahr heraus, dass in Hanau zwei Beamte den Notruf kontaktierten, um random Polizeidateien zu checken. W\u00e4hrend Vili Viorel P\u0103un wegen der Unerreichbarkeit der Polizei gestorben ist.“ (Anm. d. Redaktion: P\u0103un wurde am 19. Februar 2020 in Hanau ermordet. \u201cWenn ich in der N\u00e4he von Polizisten bin, f\u00fchlt es sich an, als w\u00fcrde ich neben einer Kamera stehen. Als Teenager habe ich die Polizei ein ganzes St\u00fcck negativer gesehen, was an meinem sozialen Umfeld lag – ein Hang zu Drogen, Gewalt. Probleme wurden unter sich gel\u00f6st. Wer die Polizei gerufen hat, hatte keine Eier. Heute finde ich es ironisch, wie die helfende Hand des Staates abgelehnt wurde, wir aber alle in Sozialwohnungen gelebt haben. (lacht) <\/p>\n\n\n\n

Ich sehe die Polizei ein bisschen wie das Milit\u00e4r. Individuen, denen aber mehr Macht \u00fcber die Zivilisten zugesprochen wird. Das ist so ein Boden, den bestimmte Arten von Menschen anziehend finden: Menschen, die eben diese Macht wollen. Menschen, die vielleicht nationalistischer gepr\u00e4gt sind, weil sie ihr Land besch\u00fctzen wollen. Im Fall der Polizei: Vor Kriminellen. Wer sind Kriminelle? Der erste Gedanke: Ausl\u00e4nder, Zugezogene. Aber wohlgemerkt: Keine wei\u00dfen Ausl\u00e4nder, keine Engl\u00e4nder. Es geht um Menschen mit dunkler Hautfarbe, religi\u00f6sen Symbolen. Was ich eigentlich sagen will ist: In Deutschland redet man eher \u00fcber die mysteri\u00f6se ausl\u00e4ndische Mafia als \u00fcber Nazis oder Hells Angels. Das ist Rassismus. Mein Kumpel sieht s\u00fcdl\u00e4ndisch aus und f\u00e4hrt ein krasses Auto. Wenn er angehalten wird, fragt die Polizei ihn immer sofort nach einem Drogentest. Das ist Rassismus. Oder bei mir: Als ich mit 16 an der Passkontrolle beim Frankfurter Flughafen etwas sp\u00e4t dran war, wurde ich von einem Polizisten mit \u201cRuhig, Brauner\u201d begr\u00fc\u00dft. Da fragt man sich schon, ob das reflexartig ein Spruch war oder halt eine sp\u00f6ttische Bemerkung aufgrund meiner Hautfarbe. Auch, dass ich automatisch geduzt wurde. <\/p>\n\n\n\n

Ich bin unglaublich zwiegespalten. Ein guter Kumpel ist bei der Bundespolizei, konservativ, leicht patriotisch, aber ein guter Mensch. Seine Arbeit verst\u00e4rkt sein Bild von Kriminellen, weil die Menschen, die er verhaftet, meistens migrantisch, sozial schw\u00e4cher oder beides sind. Solche Straftaten sind sichtbarer als die Steuerhinterziehung eines Million\u00e4rs. Auf der einen Seite hast du white collar crimes<\/em>, sowie den CumEx-Skandal. Das ist wesentlich sch\u00e4dlicher, weil der durch die Straftat entstandene Schaden extrem gro\u00df ist. Auf der anderen Seite hast du migrantische Kids ohne Perspektive, die in ihrem sozialen Milieu das Beste aus ihrer Situation machen wollen. Und dann ticken die halt Drogen, um selbstst\u00e4ndiger und selbstbestimmter sein zu k\u00f6nnen. Das ist ein Gef\u00fchl der hundertprozentigen Freiheit, das der Staat solchen Kids verwehrt – dir wird eine Wohnung zugeteilt, du k\u00f6nntest jeden Moment abgeschoben werden. Und wenn du nicht legal an Geld kommst, gehst du halt den anderen Weg. Meistens ist das ein Weg in die Art von Kriminalit\u00e4t, die \u00f6fter auff\u00e4llt, als Steuerhinterziehung, Milliardensch\u00e4den etc. <\/p>\n\n\n\n

Dann bist du Polizist, siehst migrantische Kriminelle und speicherst in deinem Kopf ab: migrantisch = kriminell. Und genau so passiert das andersherum. Polizei = schlecht. Schiebt ab, schl\u00e4gt, nervt, verhaftet Papa. <\/p>\n\n\n\n

Meiner Meinung nach muss ein Staat aber Gewalt aus\u00fcben – ohne Gewalt l\u00e4sst sich keine Ordnung schaffen. Es ist immer so eine Sache, welches Ausma\u00df diese Gewalt annimmt. Da, wo Macht ist, gibt es Korruption. Der Job des Staates ist es, auch im Fall der Polizei, sich selbst zu \u00fcberwachen. Grunds\u00e4tzlich gehe ich davon aus, dass Polizisten f\u00fcr die Allgemeinheit und den Rechtsstaat das Beste wollen. Sie sehen eine Ordnungswidrigkeit, sind darauf gedrillt, dieser nachzugehen. Da passiert es, dass manch eine:r zu weit geht. Nur, weil das System Polizei gut ist, hei\u00dft es nicht, dass der Mensch in diesem System gut ist. Vielleicht sollten sie zum Ausgleich Linksradikale einstellen.\u201d (lacht)<\/p>\n\n\n\n

I find the concept of the police as a friend and helper useful for a society. If you’re in trouble, there is theoretically a place to go that will help you. However, one can observe that the implementation of this is not optimal: Especially within the last four years, there has been a lot of reporting and discussion about police violence. I think of the murder of George Floyd<\/a>, which triggered large Black Lives Matter protests in Germany as well. At the same time, we also have a history of police violence in Germany: For example, there is the case of Oury Jalloh<\/a>, who was burned in his cell. It is noticeable that the police, if you are not white, can also be a danger factor and not a helper.<\/p>\n\n\n\n

Fortunately, I have not observed or experienced police violence myself, but I find that one often observes situations that seem like racial profiling<\/strong><\/em>. Young people who look more like migrants and are sitting on a park bench have to show their IDs, empty their bags. This seems harassing to me when it is only done to people who don’t look white.<\/p>\n\n\n\n

RACIAL PROFILING<\/strong> = suspicion-free control of individuals solely based on their physical appearance, such as their skin color or other ethnic or religious characteristics, prompting checks by police, immigration, or customs officers, or even by store detectives. This is because suspicion-free personal checks carried out without a factual reason based on appearance are discriminatory, as they imply unlawful behavior due to ethnic affiliation or religious symbols. This exposes mainly migrant and non-white individuals to a general suspicion<\/strong>.<\/p>\n\n\n\n

Victims of racial profiling are advised to contact an anti-discrimination agency. It is also recommended to document the names and the department of the officers involved, all circumstances, and to identify witnesses if possible. Last fall, there was also an incident at a soccer game of Eintracht Frankfurt<\/a>, which friends told me about. Police officers beat football fans with batons, and tear gas was used. Such experiences of violence between fans and police definitely occupied my circle of friends for some time.<\/p>\n\n\n\n

I find the power over physical violence that is attributed to the police institution disproportionate. In my opinion, there should be an authority that monitors the police apparatus, intervenes consistently, and regulates power. I feel that truly serious mistakes, like in Hanau, are not being addressed. Instead, the Police President of Southeast Hessen was promoted to State Police President of all of Hessen. A man responsible for investigative errors.“<\/p>\n\n\n\n

I know I can rely on most police officers. This starts with a traffic accident and ends with escalating arguments, emergencies, and so on. However, I don’t necessarily feel safer when more police patrol the downtown area. It scares me when I see how demonstrators are treated at protests. When I see the images of the student protests in Berlin, I wonder if a state body should have such power over violence. What action justifies the literal hand of the state striking you? Or even the hand of the state killing you? In Dortmund, Mouhamed Dram\u00e9<\/a> was shot in the summer of 2022. He was 16 years old. He was shot with a pistol, in the torso and head. First, last year this Nazi chat was uncovered (Ed. note: FragDenStaat and ZDF Magazin Royale published a right-wing extremist Frankfurt police chat<\/a>), then this year it came out that in Hanau two officers contacted emergency services to randomly check police files. While Vili Viorel P\u0103un died because of the unreachability of the police.“ (Editor’s note: P\u0103un was murdered on February 19, 2020, in Hanau. He dialed the police emergency number three times and chased after the attacker to stop him.)<\/p>\n\n\n\n

„When I’m near police officers, it feels like I’m standing next to a camera. As a teenager, I saw the police in a much more negative light due to my social environment – a penchant for drugs, violence. Problems were solved among themselves. Whoever called the police had no guts. Today, I find it ironic how the helping hand of the state was rejected, but we all lived in social housing. (laughs)<\/p>\n\n\n\n

I see the police a bit like the military. Individuals, but with more power over civilians. It’s a ground that attracts certain types of people: people who want that power. People who may be more nationalistic because they want to protect their country. In the case of the police: from criminals. Who are the criminals? The first thought: foreigners, newcomers. But note: not white foreigners, not English people. It’s about people with darker skin, religious symbols. What I’m really trying to say is: in Germany, people talk more about the mysterious foreign mafia than about Nazis or Hells Angels. That’s racism. My buddy looks Southern European and drives a fancy car. When he’s stopped, the police always immediately ask him for a drug test. That’s racism. Or with me: when I was 16 and a bit late at passport control at Frankfurt Airport, I was greeted by a policeman with ‚Calm down, Brownie.‘ That makes you wonder if it was a reflexive remark or a mocking comment because of my skin color. Also, that I was automatically addressed informally.<\/p>\n\n\n\n

I’m incredibly torn. A good buddy is in the federal police, conservative, slightly patriotic, but a good person. His work reinforces his image of criminals because the people he arrests are mostly migrant, socially weaker, or both. Such crimes are more visible than a millionaire’s tax evasion. On one side you have white-collar crimes, like the CumEx scandal. That’s much more damaging because the damage caused by the crime is extremely large. On the other side, you have migrant kids without prospects, trying to make the best of their situation in their social milieu. And then they deal drugs to be more independent and self-determined. That’s a feeling of one hundred percent freedom that the state denies such kids – you’re assigned an apartment, you could be deported at any moment. And if you don’t legally get money, you go the other way. Usually, it’s a path into the kind of crime that’s more noticeable than tax evasion, billion-dollar damages, etc.<\/p>\n\n\n\n

Then you’re a police officer, you see migrant criminals and store in your head: migrant = criminal. And exactly the same thing happens the other way around. Police = bad. Deports, beats, annoys, arrests Dad.<\/p>\n\n\n\n

In my opinion, a state must use violence – without violence, no order can be created. It’s always a matter of what extent this violence takes. Where there is power, there is corruption. The job of the state, even in the case of the police, is to monitor itself. Basically, I assume that police officers want the best for the general public and the rule of law. They see an infraction, are drilled to pursue it. That’s when it happens that someone goes too far. Just because the police system is good doesn’t mean the person in this system is good. Maybe they should balance it out by hiring radical leftists.“ (laughs)<\/p>\n\n\n\n
